This expansion literally transforms The Settlers of Catan into a different game: each player now starts with a Settlement and a City, but three dice are rolled each turn, one of which is special and can generate events or allow players to draw Progress Cards, depending on the buildings constructed in their cities. It is possible to build special buildings in the cities that provide bonuses or special abilities or simply increase the chances of earning Progress Cards. Additionally, it is possible to protect the cities by raising walls or expanding them to achieve valuable Metropolises. Furthermore, each player has the opportunity to deploy Knights, which can then be activated to perform various functions. Victory is now achieved at 13 points.

The Settlers of Catan truly gains many strategic aspects with this expansion, and players have greater control than before over the strategies they can use to achieve victory.
